USA Tourist VISA for Foreign Wife?
I am a US born citizen who married a Bulgarian woman August 2008. In October, 2008 I needed to travel to NYC to apply for a Bulgarian D-VISA allowing me to stay longer in Bulgaria. While awaiting this D- VISA in the US longer than advised(5 weeks), my wife applied 2x in Sofia, Bulgaria for a US Tourist VISA to visit me and was denied!(no satisfactory explanations given)
We were later advised to apply for the I-130 which seems inappropriate as for the fee, I have no real US address and we do not plan to stay in the US. I have since applied & received a Bulgarian ID card for long-stay foreigners......
I would still like to bring her to the US to visit and it seems preposterous that I cannot bring my own legal wife to visit my own country. Is the Tourist VISA the best option at this time?

well, it usually makes it more difficult for someone to get a tourist visa when they are married to an American overseas as it does take quite a while to process the paperwork and many people just fly over on tourist visas and VWP to avoid waiting in line. it may seem preposteous to you, but the officers see it all the time. and so does CBP at the airport. even if she got a visa, she could still be denied entry into the US if the airport inspector thought she intended to stay. there's no need to file an I-130 if you don't intend to live in the US, but when, or if, you do intend to move back you'll need to do that. and it's much faster if you do it directly in Sofia than in the US believe me. after you've lived in Bulgaria a while and become more established there, your wife will have an easier time getting a tourist visa. obviously Bulgarian bureaucracy is even worse, if you have to leave the country to even apply.
