Can i reach this quality of image with photoshop?

I dont think the question makes sence.
Theres a photographer who id like to copy for a photo project in school
The photographer is august bradley and here is one of his pictures.

So is there anyway i can edit a normal picture to get that kind of detail?

Not very well, because the example you gave would have been taken in a studio with verrryyy expensive equipment.
Best I can think of is... try downloading a trial for Topaz Simplify. It's a photoshop plugin that converts your photos to a sort of drawing simulation. If you mess around with the settings and adjust the transparency, I think you could get it looking similar to the example you gave.
